The City of uMhlathuze (CoU) Local Municipality is comprised of Richards Bay, Empangeni, Vulindlela, eSikhaleni (Esikhawini), Nseleni, Felixton, Ngwelezane and four Traditional Authority Areas. Most of the population (58%) within the municipality resides in tribal or traditional areas, while 39% reside in urban areas and the remaining 3% reside on farmland.
