Sanitation Capacity Building Platform (SCBP)

Purpose

To build capacity of cities and all stakeholders working in urban sanitation, to ensure improved and decentralized sanitation services

Activities

Sanitation Capacity Building Platform (SCBP) is an initiative of the National Institute of Urban Affairs(NIUA) for addressing urban sanitation challenges in India. The 3 year programme(starting 2016) is supported by a Gates Foundation grant. It is aimed at promoting decentralised urban sanitation solutions for septage and waste water management.

What we do:

The Platform lends support to the Ministry of Housing and Urban Affairs (MoHUA), Government of India, by focussing on urban sanitation and supporting states and cities to move beyond the open defecation free (ODF) status by addressing safe disposal and treatment of faecal sludge and septage. The Platform supports National Urban Sanitation Missions, States and Towns, by developing and sourcing the best Capacity Building, Policy Guidance, Technological, Institutional, Financial and Behaviour Change advise in favour of decentralised sanitation solutions.

How does the Platform work:

NIUA initiates and facilitates engagement of the SCBP Platform Partners at the State government level, for advocating and awareness generation for Faecal Sludge and Septage Management (FSSM). Followed by on demand support for capacity building and implementation of decentralised sanitation solutions at state and city level. SCBP promotes a four-module based Capacity Building support.

Results/Outcomes : as on Nov 2020

• 15 Training Modules developed, 2500 + government officials, 30 +Academia faculty and 250 + students trained
• 15 Research Studies and 10 Technical Reports produced
• 15 Nodal National Training Institutes supported for Training of Trainers and delivering FSSM Trainings
• Knowledge Portal(scbp.niua.org) with key 250 reports and documents, more than 10,000 downloads and 180,000 registered users
• 3 Training Modules endorsed by Ministry of Housing and Urban Affairs(MoHUA)
• Urban Water Supply and Waste Water Policy Framework and Workbook endorsed by MoHUA
• Normative Framework and Strategy for FSSM Capacity Development for Indian states
• Digital Dissemination Strategy for FSSM Capacity Development
• 6 Faecal Sludge Treatment Plants - work commissioned based on SCBP assessments and technical support
• State FSSM Policy (UP and Rajasthan)
• Covid 19 Resilient Urban Sanitation Response Framework and Documentation of 24 cities sanitation response
• Covid 19 Resource Book of Advisories, Learning Material and Budget preparation template for PPEs.

Sanitation Capacity Building platform (SCBP) is designed to support and build the capacity of town/cities to plan and implement decentralized sanitation solutions.
The platform facilitates knowledge and experience sharing among cities on decentralized sanitation to accomplish national missions: Swachh Bharat Mission, AMRUT, Smart Cities Mission and Namami Gange Programme.

Objectives:

Working under the broad aim of strengthening capacity building for decentralised urban sanitation solutions, SCBP has three broad Objectives ;
• Improved awareness, knowledge and skills of State governments and Urban Local Bodies staff, to plan and implement decentralised sanitation solutions
• Institutional knowledge and skills strengthening(of Training Institutes, Academia and Private sector), for supporting national level capacity building
• Evidence based research and advocacy for capacity building to address urban sanitation challenge

Further information

The Platform is an organic and growing collaboration of universities, training centres, resource centres, non-governmental organizations, consultants and experts. The Platform currently has on board CEPT University, CDD Society and BORDA, ASCI, AIILSG, UMC, ESF, CSE, WaterAid, CPR, iDECK, CSTEP and WASHi. The Platform works in close collaboration with the National Faecal Sludge and Septage Management Alliance (NFSSMA).

National Institute of Urban Affairs (NIUA) is a premier institute for research, capacity building and dissemination of knowledge for the urban sector in India. It conducts research on urbanization, urban policy and planning, municipal finance and governance, land economics, transit oriented development, urban livelihoods, environment climate change and smart cities. The institute was set up to bridge the gap between research and practice, and to provide critical and objective analyses of trends and prospects for urban development. NIUA has assisted in policy formulation and programme appraisal and monitoring for the Ministry of Urban Development, state governments, multilateral agencies and other private organizations. It contributed to the National Commission on Urbanisation, participated in drafting the 74th Constitutional Amendment of 1992, prepared the Draft National Urban Policy and other documents for the roll out of the Jawaharlal Nehru National Urban Renewal Mission (JNNURM).
