En los últimos años, la experiencia nos ha enseñado que, en lo que a proyectos de desarrollo se refiere, el éxito está estrechamente vinculado con la capacidad de estos proyectos para facilitar la participación de hombres y mujeres en igualdad de condiciones. Así lo demostró una evaluación participativa realizada en 88 comunidades de 15 países por el Programa de Agua y Saneamiento del Banco Mundial y el Centro Internacional de Agua Potable y Saneamiento de los Países Bajos (IRC)1. Esta misma evaluación nos permitió comprobar, además, que el desarrollo de estrategias específicas para temas de género y pobreza es un requerimiento ineludible para obtener los resultados esperados en cualquier proyecto de desarrollo, sin importar el sector social con el que este proyecto esté implicado. Fruto de esta evaluación, hemos aprendido también que los proyectos de desarrollo son más sostenibles, eficientes y efectivos cuando son diseñados y ejecutados teniendo en cuenta las necesidades y expectativas de hombres y mujeres, y cuando el personal de las instituciones de apoyo sigue un enfoque participativo sensible al género y a la equidad, tanto a nivel de los incentivos, como a nivel de las políticas y la cultura organizacional.
