Desde 2002, el Perú ha iniciado un proceso de descentralización y regionalización, cuyo éxito demanda el apoyo y esfuerzo de todas las instituciones públicas, privadas y agencias de cooperación internacional. Uno de los mayores desafíos ha sido proveer de mecanismos, estrategias y asistencia técnica para mejorar las capacidades de gerencia en el ámbito local. Este documento presenta la experiencia del proyecto PROPILAS en el desarrollo de capacidades en los distritos para optimizar la gestión y la sostenibilidad de los servicios de agua y saneamiento rural. Dicha experiencia se realizó en seis municipalidades distritales del departamento de Cajamarca: San Juan y Llacanora (provincia Cajamarca); Miguel Iglesias y Utco (provincia Celendín); y Lajas y Tacabamba (provincia Chota), las cuales recibieron apoyo para planificar y mejorar sus planes de desarrollo e inversión con respecto a la provisión de servicios de agua y saneamiento a las comunidades rurales.
