Good practices in realising the rights to water and sanitation
Defining, analysing, assessing and presenting good practices has been a challenging but uplifting task for the UN Special Rapporteur on the
human right to safe drinking water and sanitation. Through her work, she has found that increased participation, the strengthening of accountability and removal of discriminatory practices is transforming the landscape and making the rights to water and sanitation a reality.
She has encountered optimism and determination within communities, local and national government, and international organisations, as well as the
vision of a better world where all people, including those who are traditionally excluded, have access to water and sanitation services.
A new publication on good practices in implementing the human right to water and sanitation – it contains very practical ideas on how to strengthen certain aspects in water sector reforms that contribute to better fulfill the human rights criteria. Quite some GIZ-experience has facilitated the elaboration of this compendium namely:
- The importance of a sector-wide approach to implement the HRtWS: Water Sector Reform in Kenya (discussion box 1.6, p.65)
- The necessity to regulate all forms of service provision: Regulating Informal Service Provision (p.58-59)
- Smart institutional frameworks and innovative solutions including regulatory bodies, special financing vehicles and low-cost solutions: Water Services Trust Fund + Water Services Regulatory Board + Water Action Groups, Nairobi, Kenya (p.191, 193-194); Devolution Trust Fund + National Water and Sanitation Council + Water Watch Groups, Lusaka, Zambia (p.92 & 194; discussion box 4.3, p.203); National Water and Sewerage Company Kampala, Uganda (p.81 & 129)
- Innovative human rights and hygiene promotion: WASH United (p.156)
