El proyecto PROPILAS se inició en 1999, con el propósito de validar estrategias de intervención, y para que las lecciones aprendidas en el saneamiento rural contribuyan en implementar proyectos de mayor escala a nivel nacional. Las experiencias de la primera etapa del PROPILAS, se recogieron en el diseño del Programa Nacional de Saneamiento Rural –PRONASAR–, al igual que las lecciones de otras agencias de cooperación que promueven el fortalecimiento del saneamiento rural. En la primera fase del PROPILAS, que concluyó a mediados de 2002, se validaron dos modelos de contratación en la implementación de proyectos de agua y saneamiento rural: el municipal y el comunal.
En el primero, el gobierno local lideraba el proceso de contratación de la empresa u ONG ejecutora del proyecto; mientras que en el segundo, lo hacía la comunidad. Ambos modelos de contratación se sustentan en el enfoque de respuesta a la demanda, la participación y concertación entre actores, el cofinanciamiento, y la ejecución a través de contratistas.
