Bolivia fue el promotor de la Declaración del Derecho Humano al Agua y Saneamiento y uno de los primeros países en incorporar este derecho en su constitución en 2009.
Cuenta con una población de 10.027.254 habitantes, de los cuales el 67,3% vive en áreas urbanas (Datos INE Censo 2012). Hasta finales de 2012 el 78,5% de la población boliviana tenía acceso al agua potable y el 49,4% acceso a saneamiento, lo que significa que el país ya había alcanzado la meta de Desarrollo del Milenio en relación al agua. Pese a todos los esfuerzos realizados a través de inversión, el número de personas con acceso a un saneamiento adecuado ha cambiado muy poco, ya que aproximadamente 5 millones de personas aún no tienen acceso a saneamiento básico.
La Cooperación Técnica Alemana a través del anterior Programa PROAPAC (2001-2012), trabajó en diferentes temas que hoy se ven como avances en el sector:
La consolidación de la institucionalidad en el sector, incluyendo la creación de una instancia dedicada a la asistencia técnica de operadores.
El apoyo al desarrollo de diferentes instrumentos normativos y de planificación como el Plan Nacional de Saneamiento Básico, Guías de Desarrollo Comunitario y otros.
La implementación en las escuelas de dos exitosas campañas de higiene sobre temas básicos de saneamiento y la importancia del agua para la salud, 'Agua para la Vida’ y ‘Lavado de Manos’, las cuales han capacitado a niños, maestros y padres de familia.
